Rwanda Special Programme for Food Security (2003)

Rwanda is among the countries with chronic food deficiencies as
well as low incomes. It is within this framework that Rwanda joined the rest of the world to commit itself to reduce the malnourished population as stipulated by the commitments made during the World Food Summit held in Rome in 1996.
 
The Special Programme for Food Security (SPFS) therefore is one
of the means to achieve that objective and the Ministry of Agriculture, Animal Resources and Forestry (MINAGRI) whose mandate is :
• to develop, initiate and administer programs for transformation and modernisation of Rwanda agriculture,
• to develop and promote appropriate systems to enhance and improve agricultural marketing especially through better
storage and produce processing,
• to develop and manage programs to promote and improve animal production including fisheries as to give it a paramount role in the national economy and welfare of the population,
• to develop and manage an optimal and ecologically suitable national forestry resource that is integrated with other farming activities and the national economy, has been given the responsibility to elaborate and implement the SPFS.
